The mission of the Elementary Learning Centers is to serve as visionary resource centers for enhancing the academic success of elementary students, particularly those students who face challenges in the educational environment due to factors such as poverty, limited English skills, and mobility.
The Learning Community was charged with establishing a minimum of one Elementary Learning Center for every 25 elementary schools within a geographic area with 35% or higher attendance area students enrolled in free and reduced lunch programs.
The first two Elementary Learning Centers will be established in Achievement Subcouncils 2 and 5. The centers can be programs or services offered at a number of locations as determined by the Subcouncils.
